Annex B (normative) Indicators of sustainable development of historic settlements

Corresponds to Russian Annex Б.

This Annex establishes the system of indicators for monitoring the achievement of the sustainable development objectives of historic settlements (Clause 5), for assessing the effectiveness of the measures of the project solution (Clause 9) and of the implementation plan (Clause 10), and for securing management on the basis of indicators (principle 4.5.7). The indicators are applied in forming the baseline (6.1.2, 7.1.6), in linking measures to measurable results (9.1.6, 9.3.3, item d, 10.1.2, item e), in securing the source data for monitoring (10.6.4) and in the functioning of the implementation monitoring system (Clause 12). Quantitative indicators are applied alongside historical and cultural analysis and expert assessment and do not replace the state historical and cultural expert review.

Architecture of the indicator system

The indicator system is built on the following axes:

a) three levels of indicators (12.2.1): output indicators — the degree of fulfilment of measures; outcome indicators — the achievement of the target states of the territory; impact indicators — a change in the quality of life, in the state of heritage, in environmental parameters and in social cohesion; in strategic monitoring, priority is given to outcome and impact indicators;

b) four fields of Clause 4 (12.2.2): people and community, environment and heritage, heritage economy, governance; the indicators of this Annex are grouped for the catalogue by thematic blocks (historical and cultural, social, economic, environmental, participation of interested parties, quality of governance);

c) six purposes (5.4.3) — the designations are given below.

Requirements for indicators (12.2.8)

Monitoring indicators shall be limited in number, clear and informative; measurable, accurate and verifiable; reproducible and objective; economically reasonable to calculate; linked to available data sources. For each indicator the baseline value, the target values by the horizons of 5.5.1, item d), the periodicity, the data source, the method of calculation and the person responsible are determined (the passport is B.3.1.2). The specific list and the target values are determined when the documentation of a particular historic settlement is developed (5.1.2, 12.1.7).

Designations of the target fields (purposes 5.4.3): AT — attractiveness; ENV — preservation and improvement of the environment; RES — resilience; RUR — responsible use of resources; SOC — social cohesion; WB — well-being.

Designations of indicator levels: O — output; C — outcome; I — impact.

B.3 Procedure for the formation and calculation of indicators

B.3.1 General provisions

B.3.1.1 Indicators of this annex are intended for establishing the baseline (6.1.2, 7.1.6), monitoring the achievement of sustainable development objectives (Clause 12) and assessing the effectiveness of measures (12.5). The specific list of indicators and their target values are determined when the sustainable development documentation of a specific historic settlement is developed, taking into account its specific features, the degree of formalization of the status (5.1.2) and the configuration of the monitoring system (12.1.7). A minimum set of indicators may be used, with subsequent expansion as the monitoring system develops (12.1.7).

B.3.1.2 For each indicator, an indicator passport is formed containing the following particulars:

- indicator code – the code designation under this annex (for example, B.1.1.1); - name – the full name of the indicator; - unit of measurement – the unit of measurement of the indicator value; - level – output / outcome / impact; - direction – person and community / environment and heritage / heritage economy / management (12.2.2); - target direction – one or more of the six basic objectives (5.4.3); - link to the directions of iterative analysis – one or more directions of 5.4.5; - link to the clauses of the standard – the clauses of this standard to which the indicator is linked; - baseline value – the value at the time the baseline is established, the date of recording; - territorial level of calculation – municipality, settlement (inhabited locality), territory of the historic settlement, territorial unit under Annex C (C.4.4), or object; - target value (up to and including 3 years) – the target value for the short-term horizon; - target value (more than 3 years and up to and including 6 years) – the target value for the medium-term horizon; - target value (more than 6 years) – the target value for the long-term horizon; - periodicity of measurement – the recommended periodicity of data collection; - data source – the specific data source for the calculation; - calculation method – the formula or a description of the calculation method; - for indicators whose source is a survey: the wording of the question, the population, the sampling method and the rule for converting the answer into the unit of measurement; - for expert scales of 0–5: a brief rubric (0 – absent, 5 – full conformity); - responsible person – the person responsible for data collection and calculation.

Quantitative assessment is applied alongside historical and cultural analysis and expert assessment. Such assessment does not replace the state historical and cultural expert review (4.3.6).

B.3.1.3 For the list of measures for implementation of the master plan in respect of the territory of the historic settlement, a core set of indicators should be used: B.1.1.1, B.1.1.3, B.1.3.5, B.1.6.1, B.1.6.2, B.1.7.4, B.2.1.2.1. The core set does not replace the list of indicators of the specific historic settlement (B.3.1.1). The indicators of the core set are calculated for the territory of the historic settlement; if data are not available, the level of calculation is indicated in the passport (B.3.1.2, 5.3.1).

B.3.2 Methods of calculation of key indicators

B.3.2.1 Share indicators (percentage indicators) are calculated by the formula:

P = (N_act / N_tot) × 100 %,

where N_act is the number of objects (elements, territories) that meet the specified criterion; N_tot is the total number of objects (elements, territories) in the set under consideration.

B.3.2.2 The authenticity index of the historic environment (B.1.2.1) is calculated as a weighted average expert assessment on the six authenticity parameters (3.1.8):

I_auth = Σ(w_i × S_i) / Σ(w_i),

where S_i is the expert assessment for the i-th authenticity parameter (on a scale from 0 to 100 points); w_i is the weighting coefficient of the i-th parameter, determined by expert judgment taking into account the specific features of the historic settlement; i = 1…6 (parameters: form and construction; materials and substance; use and function; traditions and techniques; location and setting; spirit and feeling of the place). The assessment is carried out by a group of at least three independent experts; the final value is determined as the arithmetic mean of the individual assessments. The assessment methodology is based on the Operational Guidelines for the Implementation of the World Heritage Convention (paragraph 82).

B.3.2.3 The integrity index of the historic environment (B.1.2.2) is calculated as a weighted average expert assessment on the integrity parameters (3.1.9):

I_int = Σ(w_j × S_j) / Σ(w_j),

where S_j is the expert assessment for the j-th integrity parameter (on a scale from 0 to 100 points); w_j is the weighting coefficient of the j-th parameter; the parameters include: completeness (presence of all elements necessary to express the historical and cultural value); sufficiency of the size of the territory to represent the significant characteristics; absence of adverse effects of development or neglect. The methodology is based on the Operational Guidelines for the Implementation of the World Heritage Convention (paragraph 88).

B.3.2.4 The tourism load index (B.2.2.2.4) is calculated as:

I_tour = N_tour / N_pop,

where N_tour is the number of tourists (visitors) per year (B.2.2.2.1); N_pop is the permanent population (B.2.1.1.1). An index value greater than 1.0 indicates a potentially high tourism load that requires an assessment of the impact on heritage and the historic environment (12.4.6).

B.3.2.5 The coefficient of seasonal unevenness of the tourist flow (B.2.2.2.5) is calculated as:

K_seas = N_max_month / (N_tour / 12),

where N_max_month is the number of tourists in the peak-season month; N_tour is the total number of tourists per year. A coefficient value close to 1.0 indicates an even distribution of the flow; values above 3.0 indicate pronounced seasonality.

B.3.2.6 The indicators of preservation of elements of the subject of protection by analytical groups (B.1.3.1–B.1.3.4) are calculated by the formula in B.3.2.1, where N_act is the number of preserved elements recorded in the subject of protection and confirmed by expert examination; N_tot is the total number of elements of the approved subject of protection of the historic settlement assigned to the corresponding analytical group. The list of elements is determined on the basis of the approved subject of protection according to the composition in 6.2.3 (clause 2 of Article 59 of Federal Law No. 73-FZ of 25 June 2002 "On cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation" [1]) and inventory data. The analytical groups B.1.3 are not the composition of the subject of protection.

B.3.3 Data sources

B.3.3.1 Data sources for the calculation of monitoring indicators are determined in accordance with 12.3.1 and include:

a) official statistical data – Rosstat, EMISS, departmental statistics;

b) data of information systems – GISOGD, the federal state information system for territorial planning (FGIS TP), the federal state information system "Unified Digital Platform 'National Spatial Data System'" (FGIS ETsP NSPD), the state integrated information system for public finance management "Electronic Budget";

c) data of the Unified State Register of Cultural Heritage Objects (monuments of history and culture) of the peoples of the Russian Federation;

d) data of geographic information layers (11.6.3);

e) where a territorial digital twin is available — data of the territorial digital twin (11.6.5);

f) data of passports and digital passports of cultural heritage objects (11.6.7, item a);

g) results of sociological surveys and consultations with interested parties, including through the service for collecting opinions and proposals (11.6.5, item f));

h) results of expert examinations and of the independent assessment of the implementation of measures (12.5.3);

i) environmental monitoring data (Roshydromet, Rospotrebnadzor, Rosprirodnadzor);

j) data of Rosreestr and of the Unified State Register of Real Estate;

k) data of resource-supplying organizations and of regional operators for the management of MSW;

l) data of the FTS and of the Unified Register of Small and Medium-Sized Enterprises.

B.3.3.2 For each indicator, the specific data source is indicated in the passport. If data cannot be obtained from the specified source, alternative sources may be used, with an indication of the justification for the substitution and an assessment of the degree of reliability (by analogy with 6.1.1).

B.3.4 Periodicity of measurement

B.3.4.1 The recommended minimum periodicity of data collection is determined by the level of the indicator (12.3.2):

a) output indicators – quarterly;

b) outcome indicators – annually;

c) impact indicators – once every 3–5 years.

B.3.4.2 For indicators whose data are generated in an automated mode through the information system (11.6), data may be collected more frequently.

B.3.4.3 The periodicity of the comprehensive assessment of the achievement of sustainable development objectives is aligned with the horizons of strategic planning documents (10.2.6) and with the periodicity of comprehensive monitoring reports (12.5.4, item b). In mode A, the periodicity is also aligned with reporting on the implementation of the master plan (12.5.4).

B.3.5 Informative correspondence with external standards

B.3.5.1 Correspondence of the indicators of this annex with the standardized indicators (12.2.5) is informative in character. This standard does not require calculation of the full set of indicators of GOST R ISO 37120 [6], GOST R ISO 37122 and GOST R ISO 37123. For informative correspondence:

a) GOST R ISO 37120 [6] (Sustainable cities and communities — Indicators for city services and quality of life) – indicators of groups B.2.1 (social), B.2.2 (economic) and B.2.3 (environmental) may correspond to the profile and supporting indicators of that standard (demography, employment, infrastructure provision, quality of the environment, education, safety);

b) GOST R ISO 37122 (Sustainable cities and communities — Indicators for smart cities) – indicators of digitalization and of the information system (B.2.5.5, B.2.5.6) may correspond to the indicators of that standard;

c) GOST R ISO 37123 (Sustainable cities and communities — Indicators for resilient cities) – the recommended indicators of resilience and adaptation of the territory (B.2.3.3.1, B.2.3.3.2) and other resilience indicators may correspond to the indicators of that standard;

d) GOST R 59124-2020 (Preservation of cultural heritage objects — Composition and content of the scientific and design documentation of a protection-zone design) – indicators of landscape and visual analysis (B.1.2.4) and of the condition of elements of the subject of protection (B.1.3) may correspond to that standard;

e) the UN Sustainable Development Goals – indicators of this annex may correspond to the indicators of Goal 11 (Sustainable cities and settlements), in particular to target 11.4 (intensifying efforts to protect and preserve the world's cultural and natural heritage).

B.3.5.2 Informative correspondence with the standardized indicators may be used for comparative analysis with similar territories (7.8.4). When the system of indicators of a specific historic settlement is formed, a correspondence table of the selected indicators of this annex and the indicators of GOST R ISO 37120 [6], GOST R ISO 37122 and GOST R ISO 37123, indicating the codes of the corresponding indicators, should be drawn up (this is not an obligation). The full set of indicators of those standards is not included in the mandatory set of monitoring.
