Clause 1. Scope — draft standard

Draft national standard “Sustainable development of historic settlements. General requirements”, edition v7 of 2 October 2026. Until it is published by Rosstandart this is not an approved GOST R. The text is a guide to the draft, not a legal opinion and not a substitute for Federal Law No. 73-FZ or the state historical and cultural expert review. This English text is a translation of the Russian draft, not an adopted ISO standard.

1 Scope

1.1 Purpose of the standard – to establish general requirements, principles and approaches to the sustainable development of historic settlements with priority given to the preservation of cultural heritage; to ensure the integration of the value of heritage into social, economic and spatial development; to define uniform terms, the structure of documentation, indicators and the procedure for monitoring, as well as mechanisms for the participation of interested parties.

1.2 Objects of standardization – the sustainable development management system at the level of state authorities and local self-government bodies within the boundaries of historic settlements; the processes of planning, implementation and monitoring of sustainable development measures; strategic planning documents; organizational and communication procedures for interaction with interested parties.

1.3 Field of application – this standard applies when carrying out an analysis of the condition of the territory of historic settlements, of the problems and directions of their sustainable development, and when determining and implementing the list of measures for the sustainable development of the territory of historic settlements, provided for by subclauses 1 and 2 of clause 3 of Article 60 of Federal Law No. 73-FZ [1]. The standard is used in the development, coordination, implementation and monitoring of strategic and territorial planning documents of the municipality within whose boundaries a historic settlement is located, including the master plan — in the part relating to the territory of the historic settlement — and of programs and projects aimed at the sustainable development of territories, the preservation, use and popularization of cultural heritage. The standard is intended for use by authorities, local self-government bodies, developer organizations, owners and users of cultural heritage objects, and other interested parties. The provisions of the standard may be used in relation to other territories that possess valuable historical characteristics, taking their specific features into account.
